Guest Lecture On Substantive And Practical Aspects Of Treason And Terrorism
The Makerere University School of Law was honoured to host guest lectures by Mr. Lino Anguzu, Assistant Director of Public Prosecutions and Deputy Head of the International Crimes Department in the Office of the Director of Public Prosecutions on April 2 and 3, 2019. In her introductory remarks, Dr. Josephine Ndagire explained that guest lecturers enhance learning by infusing practical dimensions and real life experiences into theoretical frameworks.
The lecture and discussion provided students with the opportunity to interact with a seasoned prosecutor with passion for criminal law and vast experience in criminal prosecutions.
Mr. Anguzu covered several topics including the legal definitions of terrorism and treason, elements/ingredients of both offences, and how each element is proven in court. He also reflected on the challenges faced in the prosecution of treason and terrorism by citing examples from the most recent jurisprudence. Mr. Anguzu also distinguished rebel and terrorist groupings.
He started his career as a Legal Officer for FIDA (U) in 2003. He then moved to Hoima District Local Government in early 2004 as the District Lands Officer. In 2005, he joined the Directorate of Public Prosecutions (now Office of the Director of Public Prosecutions) as a State Attorney.
He was promoted to Senior State Attorney in 2011, Principal State Attorney in 2014 and Assistant Director of Public Prosecutions in 2018. He has served as Resident State Attorney in Mbale, Arua and Buganda road.
In 2010, he was assigned to the International Crimes Department in the Office of the Director of Public Prosecutions, which is responsible for the prosecution of high profile and complex criminal cases including terrorism, international crimes, trafficking in persons, treason, piracy and other transnational crimes.
He obtained a Bachelor of Laws degree from Makerere University in 2002 and a Postgraduate Diploma in Legal Practice from the Law Development Center in 2003. He also holds a Masters in Law degree from University of Dar es Salaam and is presently enrolled for a Postgraduate Diploma in Project Planning and Management at the Uganda Management Institute.
