Assistant Lecturer

Ms. Ruth Muhawe is an Assistant Lecturer in the Department of Human Rights and Peace Centre. She is a technology lawyer, legal scholar, and policy analyst.

Her academic and professional work focuses on the regulation of digital technologies and the intersection between technology, law, and human rights, including data protection, artificial intelligence, and digital ecosystems.

Prior to joining academia, Ruth was a Senior Associate at DLA Piper Africa – Uganda (S&L Advocates, formerly Sebalu & Lule Advocates), where she led the firm’s Technology, Media and Telecommunications practice. She advised clients on a broad range of legal and regulatory issues, including data privacy and cybersecurity, artificial intelligence, intellectual property, competition and consumer protection, the regulation of technology products and services, and corporate regulatory compliance.

Ruth holds a Master of Laws (LL.M.) from Harvard Law School and a Bachelor of Laws (LL.B.) from Makerere University, where she graduated at the top of her class. Her scholarship has been published in the Makerere Law Journal [15/3] and the East African Journal of Peace and Human Rights [27/3]. She is a member of the Uganda Law Society, the East African Law Society and the International Association of Privacy Professionals (IAPP), where she holds privacy professional certifications for both the U.S. and Europe (CIPP/US, CIPP/E).
