Abstract:

<p>COVID-19 pandemic is both a public health and human rights issue. There is neither a vaccine nor cure for the pandemic except managing its symptoms. The Government of Uganda has an obligation to protect public health without compromising human rights and freedoms, which are contained in international and regional human rights instruments and its Constitution. Against this backdrop, this article argues that in dealing with COVID-19, Government should ensure that public health measures do not burden human rights and freedoms beyond what is acceptable and justifiable in a free and democratic society as commanded by the Constitution</p>
